NTA 8028 Telemedicine
In December 2007 the NTA 8028 ‘Telemedicine’ has been published. NTA stands for National Technical Agreement. The NTA 8028 describes normatively the agreements regarding the concept of
telemedicine and is developed by different stakeholders from the health care sector. NEN (Dutch Standardization Institute) guided the development-process of this NTA. The aim of the NTA
‘Telemedicine’ is to improve communications between the various interested parties and to stimulate the application of telemedicine in the Dutch healthcare sector.

Content NTA
Telemedicine is an example of a new form of care provision. Thereare a growing number of telemedicine initiatives in the Netherlands, most of them small-scale. It is as yet unclear how the term
telemedicine should be defined, because it is being described and interpreted in different ways. For parties in the healthcare sector it is therefore important to define telemedicine more clearly. The NTA
contains definitions for telemedicine. Besides the definitions, the following subjects are addressed in the NTA: patient orientation, effectiveness and efficiency of care, the information provision level, control of data, standardization and connectivity, user convenience, process description, responsibility and administrative management and the presence of a quality management system.

New Work Item Proposal Telemedicine

  • The Netherlands made a proposal for a New Work Item(NWIP) on Telemedicine;
  • This proposal was presented during a working groupmeeting of the International Standardisation Organisation (ISO) on Health Informatics in May 2008 in Gothenburg;
  • The ISO-working group members agreed on a international ballot for this NWIP in October 2008;
  • If the ballot among ISO-members has a positive outcome, a development process will start that will lead to an International document on Telemedicine;
  • The Netherlands were asked to have the lead in this development process.
